Model Law

The Model State Vital Statistics Act, or Model Law for short, serves as a valuable resource for jurisdictions looking to update or strengthen their vital records legislation. While it has no force of law on its own, it acts as a flexible blueprint that you can adapt to meet your jurisdiction's needs. The most recent Model Law revision was completed in 2024. 

What is the Model Law?

  • It is a customizable guide, like a blueprint, for your jurisdiction. 
  • It has no legal authority by itself.  
  • It is not all or nothing - use the parts that work for you.  
  • It is not meant to tell you what your law must be. 

How Can You Use It?

  • As a template for full or partial law or regulation replacement.  
  • For sample language to address complex policy issues. 
  • To support advocacy for consistent national standards.  
  • To understand what other jurisdictions may be doing. 

The Model Law is now a living document. Members can submit suggestions year-round through the Info Hub. Suggestions will be reviewed every six months by the appropriate committee. Every third year, the full membership will vote on the Model Law in its entirety.
