STEVE: State and Territorial Exchange of Vital Events

STEVE (State and Territorial Exchange of Vital Events) is a secure electronic data exchange platform designed to streamline the sharing of vital records data across jurisdictions. It modernizes how birth and death data are transmitted and received between state and territorial vital records offices, as well as with national and local partners

How Does STEVE Work?

STEVE operates much like a digital post office, ensuring that vital records are delivered accurately and securely to the appropriate recipients.

  1. File Preparation: The sending jurisdiction compiles a transmission file.
  2. Secure Upload: The file is securely sent to STEVE.
  3. Auto-Routing: STEVE automatically routes the file to the appropriate receiving jurisdiction's mailbox based on the record's relevance (e.g., place of birth or residence).
  4. Mailbox Retrieval: The receiving jurisdiction retrieves the file from its mailbox and processes the data accordingly.
  5. Custom Mailboxes: Jurisdictions can create specific mailboxes to manage access and control data flow.
  6. Data Filtering: Filters can be applied to include only relevant data fields per mailbox.
  7. User Management: Each jurisdiction maintains control over its own users and access permissions.
