NAPHSIS Annual Meetings takes place in June each year and brings together people who work in the realm of vital records. Attendees enjoy networking with peers and learning about the latest products or technology to improve vital records and health statistics functions. Informative sessions, exhibitors, and social gatherings make this a fun way to make connections and learn the latest in the world of vital records and health statistics.


The year's theme is Reunite, Recalibrate, and Reignite.

With no in-person meetings for the past two years, NAPHSIS wants to bring everyone together to Reunite people from the vital records world in order to Recalibrate through informative sessions and exhibitors and Reignite our excitement for the future. You can look forward to sessions on lessons learned over the past two years, topics related to legal and registration activities, and what’s new in technology.

Anthropologist/SRE | Offutt Air Force Base 

Ms. LeGarde is an anthropologist at the Defense POW/MIA Accounting Agency (DPAA) at Offutt AFB in Nebraska. Ms. LeGarde joined the DPAA Laboratory at Joint Base Pearl Harbor-Hickam in June 2012 after completing her master’s degree. She has primarily served as an anthropologist on Commingled Human Remains projects, such as the Korean War Identification Project and the USS Oklahoma Identification Project. Ms. LeGarde joined the DPAA Laboratory staff at Offutt AFB in 2016 and eventually became the Project Lead for the USS Oklahoma Identification Project. Ms. LeGarde also serves as the Scientific Recovery Expert on field recovery missions conducted by DPAA.

Chief Medical Examiner | Hennepin County Medical Examiner's Office

Dr. Andrew Baker is a graduate of the University of Iowa College of Medicine. He is board-certified in anatomic, clinical, and forensic pathology. He is a fellow of the College of American Pathologists. He is a fellow of the American Academy of Forensic Sciences, having previously served as the Chair of the Academy’s Pathology/Biology section and on the Board of Directors and Executive Committee. He is a fellow of the National Association of Medical Examiners and has previously served as the President and Chair of the Board of Directors. A veteran of the US Air Force, Dr. Baker began practicing as a full-time forensic pathologist with the Hennepin County Medical Examiner’s Office in Minneapolis, Minnesota, in 2002. He was appointed to the position of Chief Medical Examiner for Hennepin County in 2004 and was reappointed in 2008, 2012, 2016, and 2020. In 2013, Dr. Baker’s office expanded to provide all medical examiner services to Dakota and Scott Counties in the metropolitan Twin Cities area.

He is the author of several books including The Seven Powers of Success and I’m Not Crazy But I Might Be A Carrier. He also has produced and performed two full-length comedy videos, Fully Animated and I’m Just Sayin’!
