Inter-Jurisdictional Exchange of Vital Records

Explanation of Inter-Jurisdictional Exchange

Under the Inter-Jurisdictional Exchange (IJE) Agreement, registration jurisdictions including states, U.S. territories and Canadian provinces agree to exchange the following vital event information with other states.

1)  All events that occurred to non-residents (births, deaths, fetal deaths [stillbirth], and induced abortions) will be sent to the jurisdiction of usual residence.

2)  Deaths will be sent to the jurisdiction of decedent's birth.

3)  Births will be sent on request to the jurisdiction of death when decedent's age at death was less than one year.

When preparing an IJE Agreement, each jurisdiction specifies restrictions and allowances to use of their vital records by other jurisdictions in accordance with their own legal and policy situations.  Receiving jurisdictions agree to abide by the restrictions of sending jurisdictions when using received records.

The current agreement is for five years and will cover the '08-'12 vital event years.  The prior agreement covers the 2005-2007 data years, though it was originally intended to run through 2009.

Summaries of restrictions and allowances specified by participating jurisdictions are available for review or download:
