Committee Procedures The NAPHSIS President is an ex-officio member of all committees. The President should be invited to all meetings and copied on all agendas and minutes of meetings. The NAPHSIS Executive Director is an ex-officio staff support member of all committees. The Executive Director should be invited to all meetings and copied on all agendas and minutes of meetings. All committees are empowered to make recommendations about policy, but no final NAPHSIS policy is established until the Board of Directors has expressly approved the policy statement. When possible, such policy statements shall be brought by the Board of Directors to the entire NAPHSIS membership at the Annual Meeting for adoption. At the same time, the Board of Directors should establish two-way communications with committees to assure that all work is well focused on the NAPHSIS mission. All coalition “sign-on” letters should be circulated via the Executive Director to the Chair, Public Affairs Committee, with copy to the President, for review and decision whether the letter is acceptable to NAPHSIS. All communication of NAPHSIS position on such letters shall be routed via the Executive Director for forwarding to the coalition organizers or intended ultimate recipient of the letter. All committees shall provide written reports to the Board of Directors quarterly (or more frequently) in a form that highlights any policy recommendations, and that allows for transmission of the report by the Board of Directors to members, usually in the NAPHSIS Member to Member. The suggested format for these reports is: Policy recommendations for action by Board of Directors, other recommendations for action, topics discussed, schedule of recent and upcoming meetings, list of matters pending future discussion and/or action. Committee annual plans of work should be related to the NAPHSIS Strategic Plan and Operational Plan for the year, and should be assisted by a member of the NAPHSIS staff assigned by the Executive Director. The official NAPHSIS office is at the Silver Spring, Maryland headquarters, and therefore a copy of all Committee Minutes should be filed in committee files at this headquarters. Only NAPHSIS members may be members of NAPHSIS committees. Committee Chairs may, when appropriate, invite non-members to assist their committee as ex officio members, ad hoc members, or guests at a specific meeting (or conference call). The NAPHSIS President shall appoint all committee chairs and members for the organizational year, with the understanding that in general there should be substantial continuity from the prior year, and that most members who volunteer for committee service should be appointed to a committee.
